Twin Tiers ARISE Program

SUNY Corning Community College is a partner in the Twin Tiers ARISE Program (TTAP), funded by an Appalachian Regional Commission (ARC) grant and participant organization matching funds.  The Northern Tier Regional Planning & Development Commission is the lead on this grant project.  Other partners include the Southern Tier Central Regional Planning & Development Board, Greater Southern Tier BOCES, Career Development Council Inc., and Chemung, Schuyler, Steuben Workforce New York. This grant project is from July 1, 2023 to June 30, 2028.

The Twin Tiers ARISE Program (TTAP) will promote and formalize engagement between the region’s employers and the existing youth service/education providers to strengthen the Appalachian workforce ecosystem. The TTAP partners agree: the greatest need among the Twin Tier’s youth (the population 12-24 years old) is exposure to career and workforce experiences. Recent research indicates that career and workplace exposure is one of the most effective interventions to prepare young adults for the workforce.

TTAP is an innovative cross border-approach to workforce development, intended to leverage the successes of the 6 partner organizations to achieve one goal: engage with the youth of the region to increase career education, work experience opportunities, and positive employment outcomes. Each partner brings specific expertise and community contacts to TTAP; together the 6 partners in TTAP will implement a holistic solution to the region’s youth workforce problem. TTAP’s regional coordination will succeed by integrating training opportunities, inter-organizational promotions, and by engaging directly with youth via new incentives and communication methods. TTAP is designed around highly effective interventions, including but not limited to: high quality training/education, job shadowing and other work-based learning experiences. This project will work across state lines in an 8-county area to increase the local workforce by expanding existing successful initiatives and funding new approaches to youth-workforce engagement.

Another main goal of TTAP is to partner with employers to enhance career pathways, awareness of occupations within the region and to secure long-term financial partnerships. We like to begin these efforts with a survey for Twin Tiers employers to share your feedback on how TTAP can best serve the region's employment needs.
